Article 1: NAME

This Corporation shall be known as CORE - Craving Off-Road Excitement 4x4 Club.

Article 2: OBJECTIVES

The object of the corporation shall be; to promote sound and sportsmanlike driving practices on and off the highways; to stimulate interest in off-road vehicle operation, ownership, and enjoyment; to protect and conserve our natural resources; and to acquaint the public with the pleasures of off road vehicle use as a sport and family recreation, not merely as a means of transportation.

Article 3: MEMBERSHIP

Sec. A: All Members must have a working CB radio.  Hand held's are not allowed.
Sec. B: Membership is limited to persons and their immediate families who are registered owners of a four-wheel drive vehicle.
Sec. C: Members must be at least 18 years of age.
Sec. D: All members are required to sign a waiver on all vehicles
participating in club functions.
Sec. E: Any member whose conduct is detrimental to the purpose and standing of the club, maybe dismissed or suspended by a majority vote of the disciplinary committee.
Sec. F: The total number of memberships shall not exceed 200.
Sec. G: Any member terminating membership must turn in all valid membership cards, all decals, and relinquish rights of any other club properties.
Sec. H: Any member who sells his four-wheel drive has a grace period of one year to purchase another or request a withdrawal.
Sec. I: If a member withdraws and then later wishes reinstatement to the club, he/she must be voted in by the membership.
Sec. J: Members in the Armed Forces will have dues waived until his/her return from duty. He/she will continue to be carried on the club roster.
Sec. K: Members must attend 4 club meetings and/or events per year to remain in good standing. Members who join in second quarter must attend 3. Members who join in the third quarter must attend 2. Members who join in the fourth quarter must attend 1.
Sec. L: Illegal drugs on club runs or club functions are not allowed and are subject to disciplinary action.
Sec. M: If any member physically assaults another member of the club, that member will be dismissed from the club, upon review of the disciplinary committee.
Sec. N: All Members of Single Membership and Primary Members of Family Memberships must have a current Washington State Driver’s License.
Sec. O:

Incorporation of Membership Candidacy is as follows:

Membership progression:
(1) Prospective Membership Candidate (2) Membership Candidate (3) Member

 
“Prospective Membership Candidate” Requirements:
1.
Be at least 18 years of age.
2.
Must sign a waiver on all vehicles participating in club functions.
3.
Have a valid drivers license.
4.

Complete 1 run and attends 1 meeting (if you break down the run does not count).

5.
Once a “Prospective Membership Candidate” has fulfilled his/her
requirements of eligibility for “Membership Candidate” the “Prospective Membership Candidate” must notify (at meeting) the club of his/her wishes to be voted in as a “Membership Candidate”
6.
A “Prospective Membership Candidate” must receive a favorable
unanimous vote of the Officers to become a “Membership Candidate”.
7.
The Vote shall take place at the following meeting.
  “Membership Candidate” Requirements:
1.
Have completed the “Prospective Membership Candidate” requirements.
2.

Complete 3 runs, attend 3 meetings and have helped at 1 club-sponsored event (if you break down the run does not count).

3.
Once a “Membership Candidate” has fulfilled his/her requirements of
eligibility for “Membership” the “Membership Candidate” must notify (at meeting) the club of his/her wishes to be voted in as a member.
4.
The Vote shall take place at the following meeting.
5.

For members who cannot attend the following meeting, write in voting ballots shall be sent to all members and must be returned by the following meeting to be counted.

6.
A “Membership Candidate” must receive a favorable unanimous vote by
C.O.R.E. Members to become a “Member”.
7.
If the “Membership Candidate” receives 3 or less unfavorable votes the
“Membership Candidate” can protest by asking the
Disciplinary Committee to investigate the reasoning behind the vote/s.
8.

If the Disciplinary Committee finds that the reasoning behind the vote/s was unwarranted or unfounded the Disciplinary Committee may overturn the negative votes and the Membership Candidate may become a “Member”.

  In Order to be Eligible for “Member”, a Person Must:
1.
Have completed the “Membership Candidate” requirements.
2.
Have been a “Membership Candidate” for at least 1 year

Article 4: DUES

Sec. A: Each new member shall be subject to a $12.00 initiation fee their first year of membership.
Sec. B: Yearly membership dues shall be $25.00.
Sec. C: Dues shall be collected in full by December 1st of each year members have a grace period of thirty days to pay their dues
to remain in good standing.
Sec. D: If a member does not pay the dues within the 30-day grace period, he/she will be subject to $5.00 reactivation fee.
Sec. E: Membership dues are nonrefundable.

Article 5: MEETINGS

Sec. A: Meetings of the membership of CORE shall be held on the third Saturday of each month unless it falls on a holiday.
Sec. B: Meetings will be held at the Alfy's Pizza in Snohomish (1020 Ave D) from 6-8pm. The phone number is 360-568-0804.
Sec. C: There shall be a minimum of 4 members, (not including the President), present at a regular club meeting to constitute a quorum.
Sec. D: Only members present at a meeting may vote.
Sec. E: Each membership in good standing will have one vote.
Sec. F: Consensus is two-thirds majority of a vote.
Sec. G: The President shall not have a vote at club meetings, however in the event of a tie, the President shall cast the deciding vote.
Sec. H: A special meeting may be called by the President, or the next officer in command. All members must be notified at least 5 days in advance.
Sec. I: The order of all meetings shall be as specified below:
1. Meeting called to order
2. Reading of minutes from the previous meeting
3. Announcements/Celebrations
4. Treasurer's Report
5. Event Coordinator's Report/Trail run                  Coordinator's Report
6. Committee's Report
7. Old Business
8. New Business
9. Adjournment

Article 6: OFFICERS

Sec. A: The elective offices of this corporation shall consist of President, Vice-President, Secretary, Treasurer, two Delegates and two Alternate Delegates, all to be elected by the vote of the membership.
Sec. B: At the first meeting in January of every year the election of officers shall be held. Nominations will be made from the floor. Each office will be voted on separately.
Sec. C: The term of office for elected officers shall begin February 1st, and continue for one year.
Sec. D: Officers may hold office for more than one consecutive year.
Sec. E: No member shall be eligible for any office unless his/her membership is in good standing.
Sec. F: Officers must maintain their membership in good standing while in office.
Sec. G: The President shall not have a vote at club meetings, however in the event of a tie, the President shall cast the deciding vote.
Sec. H: Any officer who fails to fulfill the duties of his/her office may be removed by a majority vote of the membership.
Sec. I: If at any time during the year that an office is vacated for any reason, the vacancy will be voted upon and filled at the second regular meeting or at a special meeting.
Sec. J: You must be a member in good standing for 1 year before you can run for an elected position.
Sec. K: The officers shall have a meeting once every quarter.
Sec. L: If at any time during the year that an office is vacated for any reason, the vacancy will be voted upon and filled at the second regular meeting or at a special meeting.

Article 8: DUTIES OF OFFICERS

Sec. A: President - It shall be the duty of the President to preside at all meetings. The president shall have the power to appoint such committees as necessary to carry on the activities of the club. The President will sign all active CORE membership cards.
Sec. B: Vice President - It shall be the duty of the Vice-President to assist the President at all meetings and club functions. During the absence of the President, the Vice-President shall take his/her place. The Vice-President shall keep a record of all club property and where it is stored when not in use.  Vice-President will also be trail run coordinator.
Sec. C: Secretary - It shall be the duty of the Secretary to maintain membership records, send out notices, and record and preserve minutes of meetings.
Sec. D: Treasurer - It shall be the duty of the Treasurer to maintain custody of the club funds. At each monthly meeting the Treasurer will submit a financial report showing income and expenditures for the last period. An accurate account will be kept of the club funds at all times. The Treasurer will notify the officers if any member is delinquent in dues.
Sec. E: It shall be the duty of the officers to investigate, approve and pass on all new applications for membership. Officers shall hold members accountable for the By-Laws of the Constitution.
Sec. F: The membership will see that all officers duly perform their duties and assist them in any matter pertaining to the business of the club.
Sec. G: There shall be no compensation to any club member for work rendered on any club business or activity unless voted on and approved by two-thirds majority vote.
Sec. H: Disciplinary Committee - The Disciplinary Committee consist of the Officers.

Article 8: AMENDMENTS

Sec. A: Proposal to amend the Constitution and By-Laws must be in writing, signed and dated by five members in good standing.
Sec. B: Proposals must be written on a proposal form and reviewed and voted on by the Membership by the next regular club meeting.
Sec. C: Any member in good standing shall have the right to offer an amendment, a motion, and vote.
Sec. D: Amendments so adopted will take effect immediately.
Sec. E: Amendments to the Constitution and By-Laws may not be revisited for at least 6 months after it has taken effect.

Article 9: DISSOLUTION

Sec. A: In the event of dissolution, all debts shall be paid, all borrowed property returned, and bank balance, if any, shall be given half to Boy Scouts of America NW Chapter and half to the Boys & Girls Club of Snohomish.
Sec. B: Any assets and property owned by the club shall be distributed as decided at a meeting, which shall be called upon, in the event of the dissolution of the corporation.

Article 10: RUN RULES

Sec. A: Drinking and driving on club runs will not be tolerated and is cause for dismissal.
Sec. B: Any driver under the age of 18, must be accompanied by a club member in good standing.
Sec. C: All participants (drivers and passengers) in club sponsored runs and events, must sign a Release and Waiver of Liability and Indemnity Agreement.

Article 11: EMBLEMS AND INSIGNIAS

Sec. A: All four-wheel vehicles belonging to members in good standing must display one club emblem of approved shape and design.
Sec. B: All issued emblems, identification cards, and insignias are the property of the club and must be returned when leaving the club.
Sec. C: Emblems must be kept visible and legible.
